thanks for the input guys. I did find out that the valve I'm using does have active fault monitor built in so if it see's more than 80% of the supply voltage on one of the signal pin it's shutting the valve down, which is whats happening. So I'm thinking I could also reducing the voltage going to the toggle switch to say 9 volts and probably could make that work as well.
