Yes, only run the fans when the equilibrium moisture is making 13% or dryer beans. Don't worry about overdrying them when there are only a couple of hours a day that you can even run the fans. Now, if it was summer and hot and dry air, then I would worry about overdrying them, but check your equilibrium chart and you will see that even in the driest part of the day on a clear day you are probably only making 11% beans for a fraction of an hour. That equilibrium moisture chart really holds the answer to all of your questions.
