Certain questions determine answers.
What kind of fence are we talking about? Barbed wire? PVC? Board?
Was this a healthy green tree?
Or a dry dead one that everyone talked about, that needed to go years ago?
Did this neighbor give notice of dangerous tree?

"IF" it wasnt dead, notice given its considered an "Act of God" and neither your buyer or yourself is liable. Buyers insurance wont pay for it either, same reason.

IF this is barbed wire, hi tensile,or anything else 30 minutes of regular stretching and splicing fixes his complaining its not worth arguing, If its a high dollar deco fence or where color match is an issue, let him fix his own fence.
