Yes, but the MOU’s are just part of the process. A formal way of outlining the goals and objectives of the textual binding agreement.
It’s seems that reaching these MOU’s is considered necessary to forstall raising further duties on the first of March. The ones already in place will remain until an agreement is reached.
So how is the trade going to take this new tweet?
