If I remember right, those tanks are on the small side so I can understand the value of having both tanks functional. Having said that, abandoning one tank would be the simple answer. Also, fuel pump will have a better service life if you fab up a return line to the tank.

If youre set on using both tanks, might do some research on early to mid 2000s C3500 cab and chassis trucks. 2000-2007 model year or so. Some configurations used two tanks, rear tank with low pressure pump fed front tank. Front tank had high pressure pump that fed engine. Dont know where fuel returned, but Im certain system used a return line. Might be able to adapt something similar.
