Several things, packer fan has mentioned one, there is a sweet spot for the blower rpm.
Typically in my experience if the inner rows are starving on a 1250, after blower rpm has been increased, you are lifting the hoppers lids up and the hopper seals are leaking, the inner rows will show this first. Also make sure the manifold baskets aren’t leaking, they can and will deteriorate and leak, put some seed in the hopper, fill up the row units. Take a can of shaving cream on spray it on area of a possible leak, pretty cheap and quick method of leak detection.

Also unless you’ve tested it and found out different only use talc when absolutely necessary, if buying talc/graphite from somewhere other than the case dealer, it’s probably mostly talc, which is bad, make sure what you are using is at least 80% graphite, not 80% talc.

Depending on which year of 1250 you have, they have made several changes over the years of that models manufacture, in 2011-12, they added lengths of rigid anti static tube to the runs on the outer rows, where ever there is a dip in the flexible hose it slows the seed delivery down.

Disabling the headland auto shutoff feature when turning around on the headlands helps.
