Are you assuming that evaporation with a cover crop goes to zero? In our arid climate it doesn't do any good if what we reduce in evaporation loss just goes out through transpiration loss instead. The best case scenario is to keep the soil covered with something that isn't sucking water out of the soil profile 24/7.
