After following the other suggestions first for obvious issues, if you can still not get the proper speed or flow consider adding a couple of these Prince hydraulic control valves from Surplus Center. They full flow in one direction and are adjustable with fine control in the other direction. Once dialed in you can lock in place by tightening the set screw. Never have to try and find the perfect orifice you can set your flow and speed on opening and closing just how you need it and have the ability to dial it in if using other tractors as well. They come in various port sizes and flow ranges.
