If they know the board is about to go up, why wouldn't they just take a position in Chicago, and widen basis when they get run over from farmer selling? I would guess they want to stay close to full since the roads are frozen and cleaned off. If the weather turns with snow or ice they can go from full to empty pretty quickly.
