That's the key to your problem, and how you must manage the wheat and what variety you sow. As you, I plant wheat on heavy ground, and, as you, had tall wheat go down with similar N fertility.
I consulted with a seed wheat grower and university professor, and both recommend lower N.

You can manage taller wheat with more N and with a PGR(Palisade). Or, you can plant a shorter variety, which has good standability rating. The latter is my approach. This year, I plan to push N above 40#. In '16 and '17, I grew tall varieties with 40# N, and had a two year BPA/N of 2/1.0 (20bpa per 10#N)
