Completion of the tie cycle (actuator out and back home) followed by the tailgate switch opening then closing is what triggers the bale count to advance. If the symptoms are directly related to twine, check the twine actuator potentiometer calibration. If the symptoms are related to net and twine, focus on the tailgate switch adjustment (gap).
