I think that a few days ago alange explained to you that you do not need to send constant updated position info to the system. In fact the InTime connection software actually has options in terms of how it communicates with Network servers. Maybe CLLEWISON can confirm, but I am willing to bet that most of the units they have out have a hardcoded lat and long position for the network to use.
