Rivers, MB
I don't believe the "oats knows" saying. It just doesn't make sense. How can one commodity just "know" something?

Being that a lot of the oats in North America all come from a small part of Western Canada, they are very subject to supply issues. And that's what happened this year. Very dry across MB in the oat growing side of the province. And horrible harvest weather in northern Saskatchewan which is the other main oat growing area. Like snow on standing oats multiple times. So quality is poor if they even got harvested.

Net effect. Very tight supply of oats this year.
