That is a NEMA 14-50 that is rated for 50amps, last picture shows draw of 21 amps, requires 10/2 wire and 30A 2 pole breaker.
Easiest solution is replace breaker with 30A, replace outlet with a NEMA 14-30 (typical for a dryer), and install a 14-30P on the appliance (Most plug kits will have prongs for both 50A and 30A). This keeps the neutral available at the outlet if it would be needed in the future for a replacement and provides the correct protection for outlet (30A on 30A breakers and 50A on 50A breakers)
Edit to add:
After a second look he should be fine wiring it to the 50A plug. The heater has a "high limit" protection device, in the case of a short circuit the 50A breaker will trip and the "high limit" device will protect the appliance (much like a motor has built in overload protection).
