I chatted with the corn broker yesterday, a national outfit. I asked him about those shipments. They were part of orders made early last year. He said the Chinese government gave them special permission to take those loads but they had to pay the tariff. The cancellation penalties must have been pretty good to get them to take the beans and pay the tariff. According to him, the Chinese government has absolutely forbidden any new orders of US soybeans.
If you noticed the current year sales the week of 10/4, the Chinese cancelled 187,000 tonnes. They still have a million tons of orders placed last year but unless something changes, they'll most likely be cancelled as well.
So, you see, even if the Chinese buyers wanted to pay the tariff and take beans they can't. Meanwhile, the North Koreans just keep making more nuclear material and more missile engines.
