Air restriction on the intake comes to mind.
Did he verify that the lift pump is working?
Take a air hose and blow the line out , blowing towards the tank?
Replace prefilter on top right rear corner of engine.
Check turbo? Seals could be out and running oil into intake

Be interesting to know what it turns out to be
