NW KS | Could the document that you are trying to work with be protected so that you can't edit? Editing protection could cause the issues you are describing. What you are needing assuming that you can edit the document is known as pdf editing software. Adobe has their reader and editor but there are other companies that make pdf software. Most of the software to do what you are needing will require a paid version. There might be something free but I don't have a recommendation. Doing a search for "free pdf editing software" would likely turn up some results. In the past, I have used PDF-XChange Editor. It used to offer more feature in the free version than it does now.
