I suspect your household may be streaming TV programs while you're trying to do your computer.

Everyone with internet is restricted to how much speed their "pipe" (internet connection) will allow. If someone is streaming a TV program, the TV is wanting as much out of that pipe as it can get.

Meanwhile, your computer is browsing the news/markets, etc, which isn't as demanding, and thus uninterruptible by your router.

Think of it this way - your internet provider is giving you a 3/4" garden hose to get your internet out of. Your TV is the cattle water tank and you have 100 head of cattle on a hot day. Your computer is sipping only enough water to fill a juice glass occasionally (unless you're streaming video to your computer as well). The water tank is going to gobble the water until the tank is full (buffering), then it will tell the router to go ahead and let you fill your juice glass while the tank is being drank down. When tank gets below that level when the float starts refilling the tank, most of the water available out of the pipe goes to the tank and less to your computer.

One way to make things better for all concerned would be to get a 2" hose...(increase your internet speed)

There is a QoS (Quality of Service) setting in many of the newest routers which your friendly neighborhood geek can set. The next challenge for you is who to upset - those streaming video to the TV? Or the computer user? Good luck on that one! Your QoS can be set to allow more to your computer versus the TV.
