SouthCentral WI | Okay, first off I wouldn't think it could possibly be the valve or trailer air system. Every trailer I've ever seen has at the very least each axle plumbed to one valve, so assuming that someone hasn't changed the plumbing the front valve (or service valve) should feed both sides of the front axle or both axles.
Also assuming that the other 3 hubs are are braking correctly,(ie, not backed off, out of adjustment, not functioning) then the problem has to lie in the mechanic end of the failing hub. So.... check and make sure the service chamber is the same size, have someone apply the brakes and watch the stroke of the front hubs. ( they should stroke evenly and to the same lenghth). If all of this is correct then check for bad s cam bushings, bad pads, froze pivots, misaligned brake shoes. It should be easy to see. This isn't nuclear science.
Check that the pivot pins and self adjusters (if it has them) are rotating freely. Froze pivot pins will cause all sorts of issues.
