First step is get out the garden hose and seed tube brush and give the new planters seed tubes a good scrubbing. Check the planter harness over real good for any "repairs" made by a previous owner or pinched wires. If that doesn't cure anything, try swapping a seed tube/sensor between a good row and a suspect row. That should narrow it down to where your problem lies.
