mn | The width of the bale doesn't effect power requirements as much as the height. Friction on the sides of the bale chamber is what takes the power. The older 600 series NH balers recommend 85hp for 5x6. 4x6 likely will take just as much.
Most balers with net wrap will come with a monitor.
You should EASILY be able to find a baler like you are wanting on auctiontime for well under your budget.
