Wheatley, Arkansas | That should be how it is, however if customer A has been a long time faithful customer and customer B has only used the co-op intermittently and the co-op is looking to expand they may very well give customer B an incentive to do business with them.
All businesses do this, Customer B might not necessarily get a lower seed price but to entice him to do business they will offer some sort of carrot.
I'm not saying this is right or wrong, just the way it is. Same goes for large operators when it comes to equipment purchases, not only do they get volume discount, they also receive "bounty" money to switch to a different brand. Same as a seedsman slipping you an extra pallet of seed to change to his brand.
