To make a pretty looking invoice/billing statement you could just makeup or download a template for Excel. 

If you are willing to spend some money, maybe upgrade accounting software packages, Quickbooks would do a nice job.  You probably could find an older version out there to buy cheap also.

Years aago I bought a Peachtree accouting package for very little money to just do accounts receivable.  It worked very well for a DOS based program.
