SE SD		Many low flush water closets, the tank is not supposed to empty.

Some will only use 1/2 the tank. The full tank is for head pressure.
If it's using 1.6 gallons. It's doing what it's designed to do.

It's all about water conservation, not getting crap flushed away.....like the old days :)
