| Was wondering if you had the turbo pressure gauge. If it falls flat before you get to 1700 rpm then it is probably a fuel problem. If it always falls flat at the same rpm I still feel its fuel but its sound like you could have electrical then. The boost on the 350 should be 20-26 I believe. But wondering if your foot throttle is acting up and not allowing full throttle. This'll work for you at low gears but at higher rpms it won't deliver full fuel. Had this happen on a 1995 with the 350 as well. I'm sure it would throw a code though
Also on a 427 of ours we had a piece of rubber in the fuel line right above the fuel tank. Unscrewed the top tank fittings and removed the rubber. Don't know where it come from but it didn't make the elbow but it restricted the fuel flow
