Zero flow offset is the maximum pwm that the valve can receive before the (meter, motor, pump) starts to turn. It keeps the valve as close as possible to opening for a fast response when the system is commanded on.
Gain is the control curve of the valve. The higher the gain, the more responsive. Depending on the setup, this number can vary. Easy way to set this is to put two rates into the integra a distance apart and set a manual speed. run the meter and observe the target rate and actual rate. Switch to the other rate. The actual should “snap” to the other rate. If it takes many seconds to respond, increase the gain. If it overshoots and “hunts” for the target rate, lower the gain.
