Most of Nebraska has been done with irrigation expansion since 12 due to the Natural Resource Districts ending well drilling. I'm on the board in my area. I don't agree with the ENTIRE district being shut down as there are areas that literally have less then a .5% of the land developed and then there are areas that are pivot after pivot. NRD's are great to try and protect water resources so we don't end up like texas, Oklahoma, and Kansas with declining water levels. But they have over reached in some areas as well.
