The southern arm of the Sangres (Cuchara area) has a lot of private land, although the Spanish Peaks are national forest I believe. The Crestone Peak/South Colony Lakes hike is beautiful and offers several fourteeners to potentially climb. Same goes for Blanca Peak. As for crowds the fourteeners inevitably attract the greatest number of people.

Westcliffe is a good place to base out of if you want t ohit the rainbow trail

I highly suggest the hike up to the lake of the clouds, colony basin, hermit pass, etc

As noted there are some mid grade 14'ers....I've done creston peak & the needle, needle is more youth friendly as is humbolt peak.
