I suspect it was a for hire utility contractor.
Not sure why they would be given a pass because they are profiting from the situation
I'm quite sure the folks they are going to help don't give a rat's patoot whether they make a profit or not. I don't see what that has to do with it. It's the message that's being sent "We will let your salvation pass through our gate after you pay the toll". If you really feel that way I'm glad I don't live near you-oh wait, I think I do.
