Laptops or desktops? Some laptops have one full power USB, the rest are not. Some desktops are as well. Then Windows on a laptop can have different power settings, could configure it to supply power to the ports, or not.
There are 100 different powered expansion port devices out there as linked above, you got one that didn't configure to your version of Windows automatically. If you read the fine print on the box, if you find an older one it likely will auto install properly. Just need to find the right ones of the 100 out there..... Older is probably better here, you don't want 3.0, etc.
