I think most would say start with deep rooted cover crops like radish and annual ryegrass and get your hands on as much manure as you can..or compost.

Years ago our local landfill had a free compost product you could get if you came with a trailer but once it got popular they started charging for it. At first it was super cheap but just like everything else the price went way up.
