Ok first if water isn't running all the time, and shuts off immediately when turned off (Button pushed, door opened, ect) it isn't the valve. Most washers use pressure it know when to turn off the water. Most will also not turn water on if it is too full. Water level switch's are usually a diaphram type switch. It will have a hose to the bottom of the wash tub and wires attached. Make sure hose is clear. You can also ohm out the switch both empty and full. Also it won't spin if the computer "thinks" it full by being fed faulty data.

Our washer leaked last week. It is a front loader and when it filled water poured out the front. Ours ended up being a color sheet made its way via the soap dispenser to the tub inlet. This prevented water from entering the tub as fast as it was pouring in the dispenser.
