Subject: Which is the dead computer component?

just a tish NE of central ND
Our old Home HP computer turns on and the start button turns blue. The Acer computer displays screen has a green blinking button and appears to be on but nothing on the screen. The screen remains black. The printer attached appears to have all its functions working. The computer screen is still black. Is the computer at fault or is the display screen at fault?. It did the same thing about 6 weeks ago and for some reason the next morning it was up and functioning perfectly for the next 6 weeks. I forgot about the issue but today it is doing it again. Does the blinking green light on the Acer screen mean net it is not receiving signal from the computer?
The last time this happened the monitor screen display appears to have a slight flutter to it for a while and corrected itself.
