It may very well be the ignition switch, especially if it is an open station tractor. Have a bad one on my 4020 right now that takes shaking the key to run. Inspect the wiring at the ignition switch for loose /corroded /heated connections and also at the circuit breakers.
The click you hear is likely the carb fuel solenoid.
