Yes they can but they tend to be too high when you mount them directly on the wagon box sill.If I recall the box sills are also wider than the truck frame rails. It's been many years since we used such an apparatus.
Get your tape out and start measuring is the sure way to figure it out.
Your selection of trucks makes a difference also.
