South Dakota | Picture 1 looks like good grass with lots of weeds, that's a no brainer in my mind, just spray it. Picture 2 looks really over grazed, I'd spray that and rest it. Is picture 2 a hill side, why does the grass look so spotty? I realize they're probably the same pasture, so resting 1 portion and not the other is tough, but there's got to be a reason the grass is bad in 1 area.
