Our 425 was not going full speed for travel even when the throttle was on full. It turned out to be a linkage inside the right frame rail kind of under the flat part where your feet rest. It had either come undone or there was a turnbuckle that had loosened up too much.
If you cant' get full speed out of the engine, another thing to check would be to make sure the throttle plate is opening all the way. We had trouble with the choke plate not closing all the way, making it difficult to start. It took some lube and working it back and forth to free it up. Paul
