In a couple disaster years we have spread beans, but not with fertilizer. The biggest mistakes we made was we should have used a full season bean (early bean couldn't compensate for late planting), and we incorporated too deep. If I ever have to do it again, I'll work the ground, spread beans, then roll the field to get seed/soil contact instead of incorporating.
