I use the Microsoft Windows XP Image Resizer Powertoy all the time.
Download this file,
http://download.microsoft.com/download/whistler/Install/2/WXP/EN-US...
then double-click to install a "Resize image" option in your right-click menu. It can't get much simpler.

(this all assumes you are running XP. There are other options for Vista.
