Subject: Chances are a previous owner did a bubblegum/baling wire repair..

Previous owner probably had a leak so poured in Bar's stop leak or some such gunk which only succeeds in plugging the inside lines.

It's a pita but pulling the radiator, taking it to a good radiator shop so they can rod out and patch the holes is the very best way of permenently fixing the radiator.
