| dot has regs on chain/strap test strength and probably looking at logs etc. i can't remember but i beleive also some states require x amount of chains/straps etc aka kinda like the head ache rack in some states use to be or still is.
in colorado if you had a van trailer too full of tires it would buldge out{we called preg} and the colorado dot loved giving over sized load tickets because of the bulge in the 53' van trailer.
