SE Iowa | After looking at it more, here would be the best possible scenario for a drone that can do all of that:
1. Buy a DJI Matrice 100 or DJI Inspire. THe normal camera would be good to take still photos of your livestock. ANd since you are out of the US and the Inspire/Matrice cameras are good, you can fly up to 600-800 feet and still be able to count individual animals.
2. Buy a FLIR camera

With this drone and sensor you will have a live thermal feed up to a couple miles away. Now you just need to figure out a good spotlight, something that you can trigger.
3. But a modified Near Infrared sensor (IRPRO). With the Matrice/Inspire, you can swap the thermal camera, normal camera, and NIR sensor around for whatever your purpose is.
Hope this helps, all in will be close to $12k or more. And for crop scouting you will only be able to map MAYBE 100 acres, more like 80. That's where another drone (fixed wing) would be more useful, but a fixed wing wouldn't be useful as a security tool.
