I've never had issues with planting into oats...maybe if you planted 50-60lbs but in a mix I don't go higher than 20-25lbs. I'm no where near you, but I'd lean away from rye or barley and go with oats/millet/sudan for my grasses. Don't have the risk of rye becoming a weed in wheat.
