The new baud xxxxx confirms that something is not talking between the InSight and 3000/3100.  It appears to be a cable/connection issue.  Have you checked your cables for broken pins/loose connections?  Under the Setup and GPS/Guidance menu are you able to select your differential source or select Port A/Port B options? Have you tried force TSIP connection?
