Centre county Pennsylvania, USA | May be coincidence, or maybe not, but USDA has finally weighed in on NAT's on-going BTO debate. Provisions in the new farm bill prohibits any direct payments, counter cyclic payments, or average crop revenue election payments, to farms that have 10 or less base acres. "In Pennsylvania alone, about 11,300 farms enrolled last year that had 10 acres or less base acres---31% of enrolled farms in the State" ....... "The new farm bill will hurt farmers in Pennsylvania" (source , the USDA farm service agency in Pennsylvania).
