Central Nebraska | For that price you can probably find a custom shop to do everything new. We replaced the kitchen at our church parsonage last summer. We had originally thought about refacing but two contractors said it wasn't worth it. The new kitchen is semi-custom as the units are Bridgewood but it is very high quality. I'm pretty sure it came in at less than $300/foot for uppers, lowers, and countertops.
I built a kitchenette for our basement last winter. I built all the boxes and face frames and ordered the doors, drawers, and drawer fronts. I then hauled it to the cabinet shop down the road where I stained everything and then had them lacquer them. I thought I would save money doing this. I was wrong. It still cost me $300/foot.
