At least in Canada houses are built as they are here with the exception that a lot of shingles are in metric units. With the vast majority of Canadian lumber being exported to the U.S. it just makes sense to cut it to dimensions for the market. Tools around the world are 1/4, 1/2,3/4 drive for the same reason.
