They used to be even number sizes, like 13x38 or 14x38. The even number width was measured at the tread, then someone around the late 1950's decided that it sounded better to measure the widest point of the sidewall. So the 13x38 tire became a 14.9x38, even though they are the same size. The conversion for some other widths is 14=16.9; 15=18.4; 18=23.1
