It's probably at a spot where the wire has a kink in it, and it's probably broken internally. The actual break is at a part where the wiring harness was moving, at the time the toobar stopped raising (it was the motion of the toolbar that moved the wire, that opened the circuit). This https://www.youtube.com/watch?v=RrA6HtLyNmw is the tool I use to find broken wires, often isolating the break point to within a few inches, although in your case I think you can get within a few feet without it.

When you get the breakage narrowed down to the approximately correct area (within a foot or two), strip the braid off the cable, grab that one wire, and pull. If it's broken, inside the insulation, and you have found the correct general area, when you pull, the insulation will tear at the point where the wire is already broken internally, revealing your breakpoint. Put at least two strips of heat shrink tubing on the wire, and crimp it up tight in a good uninsulated butt connector, Give it a tug test to verify a tight grip, and then slide the heat shrink tubes (one at a time) over the repair, heat 'em up and shrink 'em down. Wrap up the the area of the cable where you stripped off the braid with wire loom (sold by the foot, at NAPA, in all sizes), put a few loops of electrical tape every 8 or 10 inches on that wire loom, and call it done.
