If you have firmware version 1.8 on your liquid module then you will need to multiply the pwm gain setting by 7. suggested "jumping off" points for a rogator is 600 for pwm gain. If moving the pwm gain didn't help, then I'd suggest trying to spray with the insight set to manual mode to see if the flow/min stays constant (testing the flowmeter)
